MTP2 layer is tightly integrated with MTP3 layer.
This breaks modular design where jSS7 can have M2UA/M2PA layer and jSS7
MTP3 may use M2UA/M2PA instead of MTP2.
MTP2 interfaces needs to be redesigned and should be agnostic to
implementation.
