We have implemented a set of CAP operations phases 1 and 2 that have
implemented parameters only for phases 1 and 2 and have parameters for
phases 3 and 4 that have not implemented. We should fully implement them.
Here is a list of operations that should be fully implemented:
- initialDP
- connect
- establishTemporaryConnection
- applyCharging
