Some equipment demands that local (for equipment) and remote (for
Mobicents) transactioId structure (byte lengths) should stay equal. Now
mobicents when sending remote transactioId creares only 4-bytes length
encoding.
We need to keep incomin remote transactioId at the original form and send
it without changing.
