Now we have it SCCP level following <ruleType> modes:
- solitary - all messages are routed to a primary address. For this mode we
have to configure only primary address and do not need a secondary address.
For other modes we have to configure both primary and secondary addresses.
- dominant - if a primary address is available all messages will be route
to a primary address, if no - to a secondary address
- loadsharing - if both addresses are available traffice will be shared
between primary and secondary addresses, if one of them is not available
all traffic will be routed to the other address
- broadcast (a new mode) - all messages will be routed to both addresses
