About tcap unidirectional - now it creates the dialog successfully but on
the sender side the dialog is not released automatically while on the
receiver's side the dialog activity is ended a few seconds after receiving
the message. (but onDIALOG_RELEASED event is not generated)
We need to care for UNI (unstructured) TCAP Dialog releasing both for TCAP
stack and TCAP RA
