Initial design is a bit flawed it seems. The idea was that for instance
ACM.setCIC(iam.getCIC()); will be used, this may be confusing or sometimes
hard to achieve. Its also a bit counter intuitive. Best way to solve this
is to provide two methods for each msg. One that takes CIC, second that
doesnt.
There is also a need for a CIC in encode method since it assumes its
present.
