There are 2 problems in MAP stack:
1. We have to add an enum reason class for
MAPErrorMessageAbsentSubscriberSM error message
(AbsentSubscriberDiagnosticSM)
2. ReportSMDeliveryStatus request MAP V1 must not contain SMDeliveryOutcome
parameter (now this give an error)
