Two bugs are found in TCAP preview mode functionality
1. Dialog.getLocalDialogId() does not provide a proper value. But we need
this for MAP, CAP RA. We will assigne this value locally.
2. Bug in TCAPProviderImpl.PrevewDialogDataKey: hashCode must be calculated
differently when sccpDigits field is filled or not (to conform to equals()
method)
