New issue 45 by [email protected]: A Seagull client can't connect with
jdiameter application using sctp protocol

Steps:
1 - Configure jdiamenter application as a server with sctp protocol enabled
2- Configure Seagull as a sctp client
3- Try to connect. The server puts the log message "Rejected anonymous
<connection id>" and close de the connection.
Using: jdiameter-api-1.5.10.0-build639,jdiameter-impl-1.5.10.0-build639,
sctp-api-1.6.4,sctp-impl-1.6.4.
System: Linux RedHat 5.7
Log and server-jdiameter-config attached.
