We need an optional TCAP behavior- do not send ProtocolVersion in Request,
Response and Uni tpdu
configurable option:
TCAPStack.setDoNotSendProtocolVersion(boolean val);
default value - false (ProtocolVersion will be sent)
w can set true value for not sending ProtocolVersion
