SS7 Simulator SMSClient now returns always success or error (this is
preconfigured).
We need to implement a mode (for bulk tests) when SMSClient will return
success delivery report (for SRI Request and MtForwardSM Request) in 80%
and delivery errors in 20% cases randomly.
Errors must be different.
The option will be "General - Return 20% delivery errors for SRI or
MtForwardSM Requests"
