New issue 3274 by keyan007: Diameter Ro client sets CC-request-type twice
when sending CCRs

When the Diameter Ro RA creates and sends a CCR the cc-request-type AVP is
populated both when the CCR is created and when it is sent.
Suggest this should only be set when the CCR is created.
Reference: The same was fixed for Gx Resource adaptor.
