New issue 102 by be.lietaus: Notify service SBB on Diameter RA message

Current Diameter RA functionality does not provide any indication to
service SBB that a message (e.g. CCR) has timed out or connection failed
with Diameter server.
Implement a fire-able event (e.g. onConnectionFailureEvent) in Diameter RAs
for this reason (Diameter base should be enough).
