That won't make any difference. "all_channels" is ignored when setting user properties (it's returned when you GET a user, but it's a read-only computed value, not something you can change.) Moreover, if this were a user permissions issue, the gateway log would be reporting 401 errors. As far as I can tell, the config file is correct.
