Actually it is true. James Nocentini pointed me at the relevant Github issue <https://github.com/couchbase/couchbase-lite-ios/issues/1139>, #1139. That's the one I talked about earlier, but I didn't remember it going back as far as 1.2. It should be relatively easy to fix, by someone who is willing to do some experimenting to figure out exactly how CouchDB wants _changes request parameters sent to it.
