I’m not sure if I would add another checkbox in settings just for this. Perhaps 
tapping the location item in Settings would fire an interstitial dialog that 
lets users choose from “use cellular data / only share over wifi” or something. 
We are working on a separate feature about Clearing Data on Exit that uses a

You’re right, we have a lot we’re trying to tell our users as soon as Firefox 
spins up. We are in the process of looking at our entire First Run experience — 
both as it currently exists, and how we can make it better (cc-ing Yuan, the 
designer who is diving into this work). We want to find a way to strike that 
balance between being useful and helping users set things up, teach them 
important details of the app they might not know about, and encourage them to 
help Mozilla with things like Telemetry, FHR, and now this geo-stumbling piece 
as well, all without overwhelming and annoying the hell out of them ;)

One way might be to roll all this into our “Data Reporting” notification as you 
suggested, another might be to phase these messages out over the first several 
sessions so as not to hit them with everything at once, and there are probably 
other approaches I haven’t even thought of. 

I won’t give you a solution for this right this moment, but we will definitely 
consider how this new initiative of "encouraging users to help us improve our 
location services” fits into our larger First Run experience.
