Well that is the idea yes, but since much of that stuff is reused on a ton of wiki's that haven't adapted their Mobile.css yet, I didn't dare take that step of removing it all just yet. We can have less inline it into the mf-hacks perhaps ? if that's handier for the app.
But basically, yes we can fully move it to Mobile.css and remove it from MF as far as I'm concerned with stated above side effect.
