I deleted my vendor folder and found I had the same problem.

phpcs required but it's not installed. Aborting. Run 'make phpcheck'
make: *** [phplint] Error 1
It seems no file is installed in the bin direction
https://gerrit.wikimedia.org/r/137071 seems to fix it for me.
Hopefully Juliusz can take a look?
