I'm seeing this in the "What's new" section of

- Nearby: Learn more about what's around you by getting links to
articles about things that are near your current location. (Location
services are used only by this feature)

Unfortunately, "Android has no mechanism for granting permissions
dynamically (at run-time) because it complicates the user experience
to the detriment of security." [1] Perhaps the app team has insights
into whether that's likely to change but as-is the best we can do is
tell the user what the permission is used for, AFAICT.
