OK, thanks for the explanation, Jon. For what it's worth, I've got some activities in my pipeline that I hope will lead to increases in the number of volunteers on Wikimedia projects with moderate to high levels of expertise in Wikimedia workflows. Human resources are a significant constraint on many community and affiliate tasks, such as image moderation. Perhaps in a few years the HR constraint will be less of a concern. We'll see.
