The update comes from a report kindly provided by Wireless Intelligence: http://ict4dblog.files.wordpress.com/2009/05/wireless-intelligence-multiple-sims-per-user-vs-penetration.pdf This looks at the "deflator" required to take account of multiple SIM ownership. Their data comes from 2006 - all European plus South Africa. They are interested in accessing new data on multiple SIM ownership.
