"Analyzing Policy for Inclusive Innovation: The Mobile Sector and Base-of-the-Pyramid Markets in Kenya" identifies a three-step approach to policy analysis for low-income mobile innovation, covering critical success factors, macro-level policy, and micro-level implementation. Published in Innovation and Development, it is available at: http://www.tandfonline.com/doi/abs/10.1080/2157930X.2013.764628 "Conceptualising Inclusive Innovation: Modifying Systems of Innovation Frameworks to Understand Diffusion of New Technology to Low-Income Consumers" shows how the systems of innovation framework requires modification to encompass mobile innovation for low-income users, and identifies four system domains that must be effective if this type of innovation is to succeed.
