Nexus 4 is a good option. I am using it for the last week or so now.
It comes with jelly bean 4.2.1, which is the latest out there. You only get
talkback though. Spiel is not yet working with 4.2.1. 
The accessibility is almost as good as with the iPhone (I've used an iPhone
and an ipad significantly in the last few years).
I'll be writing a more detailed review in a few days after using it a bit
more.
The camera is good (the original poster in this thread was looking for a
good camera).
The battery life is comparable to other smart phones - I wish it was better
though. 
With accessibility options turned on, there is a lot of vibrator used in
order to give feedback to the user about touch gestures...this has the
unfortunate side effect of wasting battery. I haven't yet found a way of
turning this option off. This, however, will be true for any android touch
phone currently.

The other minor issue is that this phone isn't available in India from the
Google play store. It is available on eBay India for about twice its
original price.

hello Rajesh, no doubt nexus has the advantage of stock android. It would be
better if you look at various reviews on the web. I have used both stock
android and the customised versions and I wouod say that stock is better. so
you can go for any nexus whether samsung or lg.
just read the reviews before making the decision.
