respected sir: windows 8.1 do have narraters as an screen reader with them; but those are not as much reliable. code factory was also came out a while ago with an screen reader for windows phone, but the results are not known. just in a few days, windows 10 is about to release and expectation is that narrator will be better for VI users. also, since the same version of windows10 will work across all devices, we can expect NVDA' and jaws's functionality with it, but these are just assumsions as of now.
