Hi I use DESI Radio for several music stations. However, none is linked to All India Radio. I am not sure if AIR has an App.
However, for your current problem to listen to the Budget, you should download the NDTV app. The menu options would give you the live tv or even the audio live of the budget as it is presented. That should keep you connected online to the Parliament as it happens. It will be helpful if someone sends the app details of other Indian radio and TV stations.
