I think it's normal, in the sense that I think this is what I see as
well.

If you create a new item in Captures, it isn't rooted to any location in an existing org file that's synced on the phone. Mobileorg relies on you to sync it to the computer, file it in the location you want, and then sync it back. After the resync, the new item is no longer under Captures. So, it will have to be removed from Captures sooner or later, and it may just be simpler to do it sooner.

I believe the behavior is different if you create the item under an existing heading, by enabling the Advanced Capture option in Settings > Synchronization. I haven't checked lately, but I'm pretty sure the new item remains in the tree after syncing from phone to computer.
