It's pretty close. There's a few more tickets to close before it can go out, I'm not personally planning to look at them any time soon, so the schedule isn't really up to me. If it does end up in my hands, then I don't see a release happening until early next year. I'm too busy with work (that does not depend on any new features), and I'm going to be out of town all December. I suppose I could just put out a 1.4 beta release and let the community shake it out.
