I believe this is the fix (though I reserve the right to be incorrect!):
Tools -> Internet Options. On the General tab (first tab), click on Settings in the "Browsing history" section. Select "Every time I visit the webpage." Let me know if that fixes the problem for you. Of course, this solution is very specific to the client hitting your page. If you are creating a site for use by people that may not have that setting setup that way, you will want to stick with the timestamp hack.
