 My system is AS3 Linux 2.4.21-15.EL #1 Thu Apr 22 00:27:41 EDT 2004 i686
i686 i386 GNU/Linux.
The Apache version is httpd-2.0.46-32.ent.
gcc version is 3.2.3 20030502 (Red Hat Linux 3.2.3-34).

How this problem can be solved?

Have you got the apache sources? AP_ macros are apache ones, so it sounds
like you probably need to download the apache source distribution.
