AFAICT Apache (or, rather, mod_fcgid) doesn't care if the binary isn't present in a VirtualHost directive. (Unless you meant to say "unlike Action" instead of "unlike FCGIWrapper", of course.) One thing that I immensely prefer with FCGIWrapper is that it takes a filesystem path as an argument, not a URL path. In other words, I can place the interpreter somewhere outside URL space, safely away from people trying coax it into things that I'd never even dream about.
