Hi.
I'm having the same message all the time (1.3.19 from Debian/sid), but
works fine for me. The only thing that crashes mod_dtcl for me is loading
a .so for Tcl from GlobalInit (which can also be done if you 'package
require' something in GlobalInit).
Also, try to recompile mod_dtcl with -DEAPI in the Makefile.
