I'm getting an error on redhat 8.0 that I need help with

I just installed mod_dtcl on redhat 8.0 and set up a dtcl.conf file that has my LoadModule statement. When I ran httpd (Apache2.0), I get an error message that it bombed and that variable ap_null_cleanup is undefined. What's going on here?? Is there something that I need to do in linux that the install statements aren't telling me?
