For some reason I'm thinking we changed the xpath for scaffolds to
//scaffold, which (theoretically) should pick up the tags anywhere.

Yup, looks like it.

I'm thinking this has something to do with event generation.

FWIW, I kinda like having the generated XML be in it's own file, vs.
messing with the main MG config.
