That's actually a bug reported here:

Until fixed, I have an event-type
<event-type name="Remote">
<before>
<broadcasts format="remote">
<message name="OnRequestStart" />
</broadcasts>
</before>
</event-type>
That I include in the event-handler type="Remote" for each remotely called
event-handler. Then in the url that calls the event, you have to include
the attribute requestFormat='remote'. That way you can use this with
non-remote calls. If you know you'll only use this with remote calls, you
can remove the format="remote" in the <broadcasts> tag.
