Report execution times is not affected by debugging. The settings are independent of one another. In other words, you can turn off debugging and leave 'report execution times' on.... It's probably named wrong anyways - it should be named 'Track Execution Times' because if you leave that checked and completely turn of debugging it still slows you down.
Your host isn't being up front with you and you're not helping us out very much with your answers. If you would like us to help you then you're going to have to cooperate a bit and provide some info.
