Hmm, you didn't mention which version of CF you're using, but if it's CF 9, then I would immediately suspect that this behavior is due to the new "Component cache" setting in the Sever Settings > Caching section of the CF admin (I believe that this setting is enabled by default). See this post for further details, as well as a solution you can use to leave the setting enabled is this is desired:
