One idea might be to come up with a 'todo' list.   Maybe stub out the
parts that are missing - then see if people can fill in the blanks.

The Ubuntu crew is really getting good at outlining different ways to
pitch in and help...

* They have 'bite size bugs' which are simple things people can tackle
with little experience...
* They have 'fix-it-fridays' where they try to organize groups to help
out and provide mentors to help out
