The EMF Parsley team wishes to be part of the Neon but has missed the
deadline for the reasons explained below. If no one has any objections,
I'll request the Planning Council for an exception to allow them to join.

Dear Ed,
the only reason for being late is that we were not familiar at all with
the process for entering in the release train.
Thus, we had a few problems setting up all the aggregation files, then
we realized that, due to our dependency on Xtext, we had also to update
our DSL to the version of Xtext in the Neon staging repositories.
Again, this generated some additional delay. When we then finally made
the aggregation work correctly and pushed our contribution for review to
simrel, we had not realized that we had to manually "ping" a simrel
committer.
Being part of Neon train would be particularly important for EMF Parsley
since it's stable and the June release would be the 1.0 version.
We really apologize for the delay (but at least now we, hopefully,
learned how the release train works) :)
