The portal is not very helpful in showing committer activeness:
The log appears to have more contributions from non-committers than
activity directly from the committers:
http://git.eclipse.org/c/amalgam/org.eclipse.amalgam.git/log/
I would suggest you contact the committers and then and remove any
committer that is no longer active or no longer able to vote such that
an election can conclude successfully.
