I'm not sure what kind of access you are looking for, but these
repositories are not restricted in terms of read access

Of course you only get write access as a committer...
The project's "contact us" page is rather unhelpful:

They should minimally include a link to something, e.g., to their dev
mailing list:
https://accounts.eclipse.org/mailing-list/efm-dev
If you need to ask them something, or want to get involved, try asking
on their dev mailing list....
