I have considered writing a standalone program to automatically define new NetworkManager connections if necessary, using one (or more) of the public databases (e.g. the one from the Android Open Source Project). This should cover most cases, and would be opt-in (or perhaps it could blacklist SIM ids which shouldn't autoconfig - maybe some of the public databases already have such info, I haven't checked). It should be possible to interact with MM and NM purely using dbus. Let me know if you'd be interesting in sharing development effort...
