I'm wondering if qmi-radio-monitor still exists and where to find it as it
seems not to be on the github sources anymore.
If it still exist, does it support modems without support for DMS UIM like
the Sierra EM7455.

Yep, known issue, the radio monitor program won’t work with EM74xx or
MC74xx because these no longer support the “DMS UIM” commands and we need
to default to use the “UIM” commands instead for PIN operations.
