I'm going to suggest we change the filter policy to 'strict' when none
explicitly requested. In the past 1.12 release we already suggested
distributions to request 'strict' explicitly, so it's probably a good
idea to move on and just make it the new default for 1.14.

Under the 'strict' filter, TTYs are only probed if there is clear
indication that the device may be a modem. Also worth noting that the
shipped udev tags that blacklist explicit devices per vid:pid are
ignored under this mode.

The old default is renamed to 'legacy', and can still be selected with
--filter-policy=LEGACY.

What do you all think? Please reply to the mailing list or add your
comments in the gitlab merge request.
