Once added, you'll have a new sidebar gadget in the lower left. When
receiving a message to moderate that is base64 encoded, and thus not
readable copy the text like this

I.e. Include the line with the charset and the one with the encoding.
More header lines are OK, as it will then discard anything up to the
first empty line, you don't need to manually pick the important two.

When using the translate link, it will decode the message and
translate it to english.

You can also use it to translate plaintext to english, in this case,
just copy the text alone into the input field.
