You've gotten incomplete install - when installed it should populate the
i386-linux/auto/Apache tree, otherwise you would be able to build no
module that relies on mod_perl and Apache internals. 

I didn't try USE_APXS for a long time, may be it's broken. Someone who
uses USE_APXS can confirm that?
