Perhaps the problem is that the page reads...
PerlSetupEnv Off is another optimization you might consider. This
directive requires mod_perl 1.25 or later.
but I run mod_perl 1.24, but http://perl.apache.org/dist/ makes no
reference to mod_perl 1.25
?
