WebMail.Com (Perl downloadable) works reasonably well.  It's Perl 
CGI, not mod_perl, and the version I have (perhaps it's been updated) 
doesn't support APOP (it requires a POP mailbox, it's not 
standalone).  I seriously doubt that it has JavaScript protections 
builtin.  I use it for personal use (like relatives who need to 
access their mailboxes remotely).
