Except PerlModule is the only way to register Apache configuration directives,
which we define several, so we have to do it that way. But the program doesn't
work without the use in startup.pl, even though PerlModule should load
everything. Bizarre....

Guess I'll have to live with the redefined subroutine warnings, unless someone
else knows where the bug lies....
