I was under the impression that Apache::DBI isn't compatible for this set up:
win2000 + apache2.0.42 + perl5.8 + mod_perl1.99
For a multi threaded environment, isn't Apache::DBIPool necessary? I'd rather use Apache::DBI.

You might want to try using Apache::DBI for persistent connections.
It is completely transparent to your code, in terms of changes.
