These are for the HTTP/1.1 KeepAlive things - not for the apache child
lifetime.

No.
The Slashdot stuff probably have it off because it otherwise will keep
some childs occupied waiting for the next request. If you can afford the
extra memory keeping it on will increase your responsiveness.

Exactly.
I tend to keep it so each child will live approximately 24 hours, but it
really depends on your memory usage patterns. For my servers it's usually
quite stable.
